Background As Victorias veteran population ages and ex-service organisations change in number and structure, the issue of protecting Victorias veterans related heritage becomes more critical. The issue of identifying, protecting and displaying Victorias veterans heritage has attracted considerable attention in recent years as organisations and individuals look for ways to safeguard and display this heritage for the benefit of current and future generations. The increased interest in veterans heritage has resulted from: Renewed public interest in learning about and commemorating Australias service history as shown by the large crowds attending ANZAC Day services and commemorative events and exhibitions at the Shrine of Remembrance; and Awareness of the significant decline in the population of our veterans, most notably in the number of World War Two veterans. Veterans, ex service organisations and the wider community have become increasingly aware that as the veterans population ages, objects and items that document Australias service history must be better identified, protected and displayed so that veterans heritage can be better understood by the wider community. The contractor/s will be required to consult regularly with the Veterans Heritage Working Group and the Veterans Unit, Department of Planning and Community Development, which provides secretariat support to the Working Group. The Department of Planning and Community Development provides secretariat support to the Veterans Heritage Working Group which is chaired by the Minister Assisting the Premier on Veterans Affairs, Tony Robinson MP. The Veterans Heritage Working Group is comprised of representatives from the following organisations: Department of Planning and Community Development; Heritage Victoria; Museum Victoria; Returned and Services League of Australia (Victorian Branch); Shrine of Remembrance; and Victorian Veterans Council. The Veterans Heritage Working Group has a range of responsibilities including, but not limited to, the examination of: Protection of Victorian war memorials. Protection of Victorian honour boards. Possible establishment of a state-wide register/database of Victorian war memorials and honour boards. Other matters related to veterans heritage including, but not limited to: a Veterans Heritage Trail, veterans memorabilia, oral histories and avenues of honour. Current and future options for the display and promotion of Victorias veterans heritage. Project Scope Overview The Veterans Heritage Working Group is seeking to engage suitably qualified contractor/s to investigate a range of issues related to veterans heritage. Veterans heritage is defined as relating to all matters connected to the official Australian Government military force or its predecessors. The successful contractor is requested to provide a report that addresses a range of issues relating to veterans heritage within Victoria to the Veterans Heritage Working Group. The classes of veterans heritage to be investigated by the contractor are: War Memorials - including but not limited to cenotaphs, memorial reserves, memorial gates, memorial statues, memorial arches and community memorial halls. RSL Halls Former Colonial and Commonwealth Defence Force sites Avenues of Honour and other memorial plantings Memorabilia and honour boards The issues to be addressed by the contractor/s vary according to the class of veterans heritage: War Memorials Compilation of a list of war memorials within Victoria; Identification of which public authorities (VicRoads, LGAs) are responsible for Victorias dispersed collection of identified War Memorials. Identification of issues including threats and risks affecting war memorials within Victoria; Current protection options available to memorials within Victoria; Current funding opportunities available to support memorials within Victoria; Examination of options for cataloguing all Victorian war memorials through: Existing database such as HERMES/Collections Australia Network; or Establishment of a new electronic database. Opportunities for protection and management of memorials within Victoria. RSL Halls Compilation of a list of RSL Halls within Victoria; Identification of issues including threats and risks affecting RSL Halls within Victoria; Current protection options available to RSL Halls within Victoria; Current funding opportunities available to support RSL Halls within Victoria; Opportunities for protection and management of RSL Halls within Victoria. Memorabilia and honour boards Identification of places, groups, families and individuals where veterans memorabilia and honour boards are commonly held within Victoria; Determination of the extent of existing cataloguing, storage and display of veterans memorabilia within these groups; Investigation of the feasibility of using a new or existing database to list all veterans memorabilia and honour boards; Identification of issues including threats and risks affecting veterans memorabilia and honour boards within Victoria; Conduct of a risk assessment on a statistically valid sample of veterans memorabilia; Current protection options available to veterans memorabilia and honour boards within Victoria; Current funding opportunities available to support veterans memorabilia and honour boards within Victoria; Opportunities for protection and management of veterans memorabilia and honour boards within Victoria; Investigation of methods by which the significance of individual veterans memorabilia or honour boards can be assessed to facilitate the development of levels of significance; Investigation of policy options to facilitate the ways in which honour boards can be managed in the event that boards are abandoned or the organisation holding such boards disbands. Time Frame It is anticipated that the project will commence in November 2007 and that all Key Deliverables will be completed and delivered by February 2008 or at a date mutually agreed between the Contractor and the Project Manager. The Project Manager, Jenni Tierney, will manage the project on a day to day basis. The Contractor will be required to sign a standard Department of Planning and Community Development contract. A copy of which is provided as Attachment A. The Contractor will be required to attend scheduled meetings with the Project Manager. Conflicts of Interest Bidders must declare to the Department of Planning and Community Development any matter or issue which may be perceived to be or may lead to a conflict of interest regarding their proposal or participation in the supply of the goods or services described. Bidders must describe a strategy so that any conflict of interest will be avoided. Evaluation of Quotations Experience relevant to the project and a demonstrated capacity to successfully undertake and complete projects within timelines and budgets is essential. The names of two referees are also to be provided. The Department may not accept the lowest price quotation and may not accept any quotation. An initial evaluation may be used to shortlist proposals. Following short listing, one or more bidders may be interviewed to provide clarification or further information. All bidders will be advised of the final outcome of the selection process. Pricing Quotations inclusive of GST are sought on a fixed price basis (or hourly/daily rate). As part of the quotation a breakdown of the proposed resource allocation should be included indicating what resources are to be provided, time commitment, hourly rate (if applicable) and individual resource cost as well as total project cost. All prices shall be fixed for at least 90 days from the date of submission of offers. Terms and Conditions The selection process will be managed in accordance with the terms and conditions set out below: General Bidders should familiarise themselves with this document and ensure that their bids conform with the requirements set out in it. Withdrawal from Process The Department of Planning and Community Development reserves the right to withdraw from the request for quote process described in this document for whatever reason, prior to the signing of any agreement/contract with any party for the delivery of goods or services described in this document. Negotiation The Department of Planning and Community Development reserves the right to negotiate with short-listed bidders after the request for quote closing time. Part Offers The Department of Planning and Community Development reserves the right to accept bids in relation to some and not all of the scope of activity described, or appoint one, more than one or no organisation on the basis of the bids received. Confidentiality All bids and any accompanying documents become the property of the Department of Planning and Community Development. Ownership of all information, reports or data provided by the Department to bidders resides in the State of Victoria. The bidder shall not, without the written approval of the Secretary to the Department of Planning and Community Development, use the information or reports other than in the development of the bid or the delivery of the goods or services.
