Pretty sure it's a fence strainer. Museum Victoria has a good
collection, Lisa Dale could probably put you on to more info from the
collection itself, of their trade literature.

Hi Everyone,

Can anyone help us, please, with an identification or name for a tool we
have found at Old Gippstown.

We suspect it is a fencing tool, but we have never met the like of it
before.
