Hi Renee,
 From a artist/producers point of view we have to rotate ( re-burn )  
our collections of DVDs every couple of years or so.
Some DVDs silver backing ages and becomes delaminated, at around the  
4+ year mark.
There are gold 'archival' standard DVDs on the market, which  
presumably have longer shelf lives.

I would recommend all DVD works be copied as 'disk images'  to a hard  
drives and stored in secure locations.
Companies will offer reliable secure storage off site via network  
access. Amazon S3 offers 120GB at around USD13 per month.
If you negotiate with partner organisations you could establish your  
own mirrored network storage at a fraction of that cost.
