Hi Bronwyn,

As part of the Victorian Cultural Network (VCN) project, we sought advise
on copyright and broadcasting law and developed "A legal toolkit for
digital content delivery", current as at July 2005.  The document can be
downloaded from the Arts Victoria website - scroll to the bottom of the

The toolkit consists of a series of checklists which guide the user through
the intricacies of adhering to the laws.  It may provide some useful
background information for you (but be warned, it is a hefty document!). In
particular, it has a section with recommendations for action if you are
unable to locate the copyright holder.


Whilst I'm here, I'll take the opportunity to highlight the Culture
Victoria website, which has come out of the VCN project...  The website can
be found at: http://www.cv.vic.gov.au/#

A key aim of the website is to provide rich-media content (especially video
content) for online users with a broadband connection. The site allows
users to see and hear about back of house activities in Victoria's cultural
institutions, listen to conservators, curators, librarians and community
members talking about collections and the fascinating stories linked to
them. The site also has a database of Victoria's collecting organisations
The database was developed with the assistance of CAN (I note that we are
currently resolving a programming glitch causing text overlay, so some
entries are difficult to read).

The website is the result of four years of close collaboration between Arts
Victoria, the Australian Centre for the Moving Image, Federation Square,
Museum Victoria, National Gallery of Victoria, State Library of Victoria
and the Victorian Arts Centre, as well as metro-regional affiliates:
Bendigo Art Gallery, Geelong Performing Arts Centre, Koorie Heritage Trust,
Mildura Arts Centre, and the West Gippsland Regional Library Corporation.

The Culture Victoria site is not a finished work, but is an indication of
an intention by Victoria's cultural organisations to collaborate and
explore the potential for increasing access to their collections and the
stories related to them.
